Dr. David Khaoya

David Khaoya, PhD, MA (Economics), is a health economist and public financial management expert with extensive experience leading health financing reforms across sub-Saharan Africa. He has played a pivotal role in developing national health financing strategies, implementing program-based budgeting (PBB), and advancing budget and expenditure tracking systems that enhance transparency and efficiency in health resource allocation. His expertise includes designing and applying costing methodologies, conducting fiscal space analyses, and managing large-scale health financing portfolios, such as his leadership of the two Palladium projects- HP+ and PROPEL Health Kenya. Dr. Khaoya’s statistical and analytical acumen is complemented by his ability to translate complex financial data into actionable insights for policy and planning. David is also an academician with several years of experience in building the capacity of graduate students to ground their work in health economics theories, health systems and financing.
