Harriet is a legal scholar, governance expert, and policy advisor. She holds a PhD in Law from the University of Nairobi (UoN), where she lectures including in Commercial Law, Administrative Law, and Alternative Dispute Resolution (ADR). Her teaching and research emphasize sound governance, policy accountability, and effective conflict resolution—principles that align closely with CEMA’s interdisciplinary work. She has also taught ADR to postgraduate Engineering students at the UoN, emphasizing collaboration and systems thinking in complex problem-solving.

Harriet has been a Fellow at the University of Cape Town’s Centre for Comparative Law in Africa (CCLA) and the Institute for Defence Studies and Analysis (IDSA) in India, and a Senior Fellow at the Africa Policy Institute. She is the founder and CEO of Utafiti Hub, a think tank advancing research, innovation, and governance for sustainable development. A Head of State Commendation (HSC) awardee, Harriet brings to CEMA rich experience in law, policy, and interdisciplinary research to support evidence-based decision-making.
